Water spreading or a drain backing up in your Apple Valley home? Call now, then shut off the water at the main valve. Rosemount Express Plumbing answers the emergency line 24/7, nights and weekends included. Dispatch for the 55124 area runs from our shop on South Robert Trail in Rosemount.
Apple Valley borders Rosemount on the west. By road it is roughly 4 miles from our office, an estimate and not an arrival time. That short hop is why we treat Apple Valley as part of our everyday service area and not a stretch.
This page explains what is different about plumbing in Apple Valley: very hard water, a large share of older single-family homes, and a clear line between the city's pipes and yours. It also covers what to do before a plumber arrives.
Apple Valley Water Is Harder Than Rosemount's
The city of Apple Valley reports about 24 grains per gallon of hardness in its drinking water, in a table updated March 2024. Rosemount's city pages give 17 grains. That gap is large, and it means scale builds faster on Apple Valley heating elements, tank bottoms and faucet aerators.
The city draws from wells, most about 500 feet into the Jordan aquifer and some over 1,000 feet into the Mt. Simon-Hinckley aquifer. Its treatment plant removes iron and manganese but does not soften the water. If you have not added a softener, every fixture in the house sees that full hardness.
The practical result is that a water heater here may need service sooner than the same model would in a softer town. A tank that rumbles, a heater that takes longer to recover, or a shower head that clogs every few months all point the same direction. When the heater quits at night, water heater repair is one of the first calls we get from this side of the county.
Plumbing work in Apple Valley follows the same state code as Rosemount, which is the Minnesota Plumbing Code (Rules chapter 4714). The city's Building Inspections office under Public Works is where to ask about permits.
Apple Valley and Rosemount Water Side by Side
Both cities run their own wells, but the numbers a homeowner cares about are not the same. This table uses each city's own published figures.
| Item | Apple Valley | Rosemount |
|---|---|---|
| Reported hardness | About 24 grains per gallon (city table, March 2024). | 17 grains per gallon (city pages, undated). |
| Main aquifer. | Jordan, plus deep Mt. Simon-Hinckley wells. | Jordan. |
| Softening by the city. | No, the plant removes iron and manganese only. | Not part of city treatment. The city neither recommends nor bans home softeners. |
| Private sewer line. | Owner's responsibility from house to the city main. | Owner's responsibility from house to the street main. |
| Lead service line inventory. | 0 lead, 0 galvanized, 0 unknown (Sept 2024). | 0 lead, 2 galvanized requiring replacement, 721 unknown (Oct 2025). |
Figures come from each city's own website. Hardness changes the speed of scale, not whether a plumbing problem is an emergency.
A softener is the usual answer to hardness this high. If you are weighing one, our water softener and filtration page covers what to ask before you buy. A city page also notes that a malfunctioning softener can discolor the water, so a softener that is already installed deserves a look when water turns cloudy or rusty.
Water Where It Should Not Be in Apple Valley?
Call the 24/7 line now. Tell us the street, what is leaking or backing up, and whether you have shut off the water.
Before We Arrive at Your Apple Valley Home
A few minutes of prep makes the visit faster and keeps damage down. These cards fit the older single-family homes common across Apple Valley.
Find the main shutoff.
In many 1960s and 1970s houses the main valve sits near the water meter in the basement or utility room. Turn it clockwise until it stops. If it will not move, leave it alone and tell us when we answer.
Clear the way to the heater.
Move boxes and storage away from the water heater and the floor drain. Older homes often have the heater in a tight utility corner, and open space saves time.
Note what the drain is doing.
Tell us whether one fixture is slow or every drain gurgles. A single slow sink often points to a branch line. Several fixtures at once points toward the main line out to the street.
Stop adding water.
Do not run the dishwasher, washer or extra showers while a drain is backing up. Every gallon you add has to go somewhere, and in a backup that somewhere is your floor.
Protect what you can lift.
Pull rugs, cardboard and anything on the floor away from the wet area. If the water heater tank itself is leaking, turn off its power or gas control. If you smell gas, leave the building and call 911 from outside.
Have the house age ready.
If you know roughly when the house was built, say so. It helps us picture the pipe material and the likely layout before we arrive.
Why Apple Valley's Older Homes Call for a Careful Look
The city's own plan describes Apple Valley as a mature suburb, with many neighborhoods of single-family homes built in the 1960s and 1970s. It also says about 52 percent of housing units, counted through 2016, were built before 1987, and that these are mostly single-family. Residential building here began in the mid-1950s and picked up in the 1960s along County Road 42.
That age matters for a plumber's first look. Houses from those decades may still have original cast iron or clay drain lines, an older water heater, or galvanized or early copper supply pipe in places. We say may, because every house is different and many have been updated. The only way to know is to look, and a camera inspection of the drain is often the quickest way to see the pipe.
If an older drain is slow again and again, a repair may be the better plan than another cleaning. Our drain cleaning page explains when clearing the line is enough and when a camera and a closer look make sense. Roots, grease and wipes are the causes the city itself lists for sewer backups.
Who Owns What: The City Line and Your Line
Apple Valley Public Works runs the sewer collection system and cleans about one-third of the city's lines each year. Wastewater then goes on to disposal facilities owned by the Metropolitan Council. The homeowner is responsible for the service line from the house to the city main, including roots and debris.
On city streets, the owner's repair responsibility runs up to and including the connection at the property line. The city says it is liable only if its own negligence caused a backup. For a backup, that boundary decides who pays, so it is worth a quick check before you hire anyone.
- Call Apple Valley Public Works first if the whole street may be affected. The city asks residents to do this before hiring a drain cleaner.
- If only your house is backing up, the cause is usually on your side of the line.
- Ask us to describe what a camera shows so you can show the city if the problem is at the main.
What Sets the Price of an Apple Valley Emergency Call
We do not quote dollar amounts in an ad, because the number depends on what we find. We do promise a clear price before work starts, so you decide with the facts in front of you.
Water damage from a sudden burst is a different matter from damage that built up slowly. Your insurer decides what is covered, so take photos before you clean up and keep any parts we replace.
Apple Valley Places We Pass On the Way
Calls come in from all across the city, from homes near Johnny Cake Ridge Park to streets close to Valleywood Municipal Golf Course. Cedar Avenue and County Road 42 frame the established neighborhoods, and they are the roads we use from Rosemount.
Newer housing around Cobblestone Lake, near Galaxie Avenue and 153rd Street, is a different era from the 1960s and 1970s blocks. So we plan a visit around the house and not the ZIP code.

The homeowner owns the service line from the house to the city main, including roots and debris. The city is liable only if its own negligence caused the backup. Call Public Works if the problem might be in the main.
